Panama Flagged Vessels – Inventory of Hazardous Materials for ships calling at EU ports.

Applicability: Shipowners, ship operators, ship managers, ship masters of all Panama Registered vessels on or over 500gt. 

From 31 December 2020, the EU Ship Recycling Regulation (EU SRR) will apply to all existing ships of any Flag that are 500gt or over when calling at an EU port or anchorage.

These vessels will be required to carry on board an Inventory of Hazardous Materials (IHM) with a certificate or Statement of Compliance (SoC) issued on behalf of the flag State, as appropriate. See Class News 05/2020 for further details on EU SRR compliance.

Panama Maritime Authority (PMA) has published Circular MMC-386, which contains its IHM certification requirements for vessels calling at EU ports. The circular details how shipowners and operators can apply to PMA for full-term IHM certification, after they have gained interim certification from a Recognised Organisation.

Applying to PMA for full-term IHM Certification – shipowners and operators wishing to attain a full-term Statement of Compliance on Inventory of Hazardous Materials issued by the Panama flag Administration must apply to PMA by submitting the following documentation:

  • Interim IHM SoC issued by the Recognised Organisation *
    ​​​(Any full-term or interim IHM SoC previously issued to the vessel by Lloyd's Register (LR), either on behalf of Flag or not on behalf of Flag, may be submitted)
  • Part I of the Inventory of Hazardous Materials
  • Survey Report
    (The report of the initial IHM survey, i.e. the survey from when the current SoC was issued, should be submitted. See below **)
  • Cargo Ship Safety Construction Certificate (full-term) or International Oil Pollution Prevention Certificate (full-term)
  • Safety Management Certificate (SMC)
    (If the SMC does not apply, a statement of the owner/operator should be uploaded)
  • Payment receipt
    (Payments for full-term certification are to be made to PMA. See Circular MMC-386 for further details)


*Applying to LR for interim IHM certification – shipowners and operators without an interim IHM SoC, and who wish to carry out an initial IHM survey to attain one, should contact their local LR office for further information. See also our IHM Page

**Accessing IHM survey reports from LR Class Direct – the survey report from when the current SoC was issued can be downloaded by owners/operators from the relevant survey report page for the vessel in LR Class Direct (LRCD).

To find the survey report on LRCD, search for the term “inventory” on the vessel’s “Survey history” page:

Within the survey report, look for Downloads and “Download Final Survey Report” :
