Statutory alert: Concentrated inspection campaign by Paris MOU and Tokyo MOU

Applicability: All shipowners and ship managers

The Paris Memorandum of Understanding (MOU) and the Tokyo MOU on Port State Control (PSC) have announced that they will launch a joint concentrated inspection campaign (CIC) on MARPOL Annex VI. The campaign will run for three months, from 1 September 2018 to 30 November 2018. A ship will be subject to one inspection under the CIC during the period of the campaign.

The aim of the campaign is to establish the level of compliance with the requirements of MARPOL Annex VI and create awareness among ships’ crews and shipowners. Further objectives are to send a signal to shipowners and managers that the prevention of air pollution is high on the agenda of member states in both MOUs and to underline the responsibility of the PSC regime regarding the harmonised enforcement of compliance with the requirements of MARPOL Annex VI.

Port State Control Officers (PSCOs) will use the attached questionnaire to check that equipment on board complies with the relevant statutory certificates, that masters and officers are qualified and familiar with operations and equipment, and that equipment is properly maintained and functioning.

It is expected that the Paris MOU and the Tokyo MOU will carry out approximately 10,000 inspections during the period.

What should shipowners and ship managers do now?
Shipowners and managers are advised to provide this information to ships and to ensure that masters and officers are familiar with the operation and maintenance of equipment.
